Application deemed abandoned under section 21(1) because the response to the First Examination Report was not uploaded by the due date, quashed. The applicant had attempted to upload on the last day, when the Registry's own website was down with a server error and under technical maintenance, and proved it by screenshots; he had emailed the Registry the next day, spoken to it by telephone and filed a public grievance complaint. The Registry's answer, that the statutory timeline left its hands tied, did not meet the point: the failure was the Registry's own and the applicant had conclusively shown he tried to file in time.
